GOVERNMENT HOUSE.

HONGKONG. 14th. November, 1917.

Sir,

Gov 51995 17

With reference to Sir F. H. May's Confidential

Despatch of the 11th. August, I have the honour to inform you that since the departure of Mr. Churchill on leave the

Director of Public Works has performed the greater part of the

duties which would ordinarily be performed by the First

Assistant Director of Public Works in addition to his own

duties.

2.

This has entailed much overtime work for Mr.

Chatham throughout the summer, and will continue to do so until

the post of First Assistant is filled either by the return of Mr. Churchill or by some other officer being appointed, Mr.

Chatham is fortunately able to perform the extra duties but

Sir F. H. May was of the opinion, in which I concur, that some

extra remuneration should be granted. The regulations do not permit of Mr. Chatham drawing either the lapsing duty pay or any part of the salary of the First Assistant when it becomes available, and I, therefore, recommend for your favourable consideration that during the period involved he should be granted a special allowance at the rate of £100 a year. I have the honour to be,

E RIGHT HONOURABLE

WALTER LONG, M.P.

&c..

Sir,

Your most obedient, humble servant,

Eduo Coon

Officer Administering the Government.
